A change in procurement direction during the development phase, from traditional JCT 2005 to design and build, made this a particularly difficult project to keep on track. Andy Lock rose to the challenge with a proactive approach that leveraged his skills and construction experience.

He guided the client through the D&B process, arranging regular design meetings to develop his contractor’s proposals, which became the employer’s requirements. He took the client to see a recent college BAM had built to help define its needs.

The switch to D&B gave Andy greater scope to look at the base build design. He identified £1.5m in value engineering, most of which was accepted by the client. And he remained on top of a project where regular design changes were made as a result of government edicts and funding policies.

Andy’s decision to set up a satellite office close to the client’s HQ helped foster understanding of the client’s day-to-day workings. The open-plan office ensured clarity among the team about delivery requirements.

He put quality at the heart of the project. Benchmarking and mock-ups allowed the client to see the finished product and set the standard for the supply chain. Andy conducted in-depth reviews of the past quality of subcontractors’ work and ensured each issued a quality management plan before they were allowed onsite.

He built a strong and focused team, assembling a group of experts able to face every challenge in great spirits. His energy and commitment drove them to deliver an exceptional facility.
